Through the redefinition of Kharkov’s urban edge from a rigid political boundary as proposed in the 2005 city plan to an intricate and flexible “value band,” this proposal will not only protect the fertile soil reserves surrounding Kharkov but also reintroduce agriculture and horticulture as future economic drivers to reenergize Kharkov, once known as the “bread basket” of the Soviet Union.
